Stormwater Pollution Prevention Plan (SWPPP)

Our experienced and certified QISPs and QSDs will prepare industrial facilities to meet the requirements of the General Permit for Storm Water Associated with Industrial Activity, Order 2014-0057-DWQ. 

Our services include SWPPP Development and Preparation Revise and update an existing SWPPP to adopt the new 2018 Industrial General Permit effective on July 01, 2020.

Storm Water Monitoring Program

The IGP requires industrial businesses within a specific set of SIC codes to comply with California Storm Water Permit monitoring requirements. We train our customers in BMP implementation, proper sampling and record keeping methods. We provide our client with issue e-mailed rain alerts to notify of pending storm events to ensure facilities are prepared for rain events. These monitoring services are proven to increase compliance, reduce pollutant and exceedance levels and are offered for one flat-rate, yearly fee.

Storm Water Run Off Sampling

L&M Environmental Services provides storm water sampling services with our pick-up and delivery to lab for analysis, making it easy for customers. Our experience consultants will determine the parameters required for testing, arrange for pick-up of your storm water samples and have the samples analyzed at a California State Certified Lab. We will then report the results, upload the results to your SMARTS Account and interpret the results.

SMARTS Management

L&M Environmental Services can assist you in navigating the SMARTS system. We take care of data uploads, ad hoc reports (your sampling results), annual reports, notices of termination (NOT), Change of Information (COI), No Exposure Certificates (NEC), and more. Our team can troubleshoot your problems and talk to the Water Board about getting your issues quickly addressed.

Permit/NOI/NEC/NOT/IGP Filing

Filing for a stormwater permit via a Notice of Intent (NOI) can be complicated depending on the state’s requirements. L&M Environmental Services can prepare the necessary permit registration documents (PRD’s), including SWPPP and Site Maps, and submit them to your SMARTS Account.

Site Maps

Our Certified Consultants, will perform a Site Assessment and compose a EASY to read Site Maps to help you understand your PPA’s, Drainage Area(s) and Sampling Points.

QISP Services

Our QISPs can help you as a new permit filer, when you need a potential pollutant source assessment for 303 (d) listed receiving waters. L&M Environmental Services QISPs also can prepare your Level 1 and Level 2 ERA Reports, Notice of Intent (NOI), No Exposure Certificate (NEC), Change of Information and Notice of Termination (NOT).

Level 1 Evaluation & Report

If your facility has reached Exceedance Response Action (ERA) Level 1 due to exceedances of the Numeric Action Levels (NALs), our experienced QISPs (Qualified Industrial Stormwater Practitioners) will conduct a site evaluation, prepare an ERA report, and conduct stormwater team training and get the required submittals into your SMARTS account for you. In addition, we support you throughout the year as you work back towards baseline status.

Level 2 Action Plan & Report

When your stormwater sampling results still exceed the NALs, after being in ERA Level 1, you enter ERA Level 2. L&M Environmental Services QISPs will prepare your ERA Level 2 Action Plan, including tasks and schedule, to meet the first deadline. Our professional engineers (PEs) will design and evaluate the advanced BMPs you need (a PE is required by the permit) and our QISPs and PEs will prepare your ERA Level 2 Technical Report after your BMPs are implemented. If the exceedances are due to natural background or non-industrial sources, our team can conduct the investigations and prepare the correct Technical Report.

BMP Evaluation

Are you having issues meeting the NAL (Numeric Action Levels) set forth by the IGP? It is most likely due to BMPs (Best Management Practices) your facility has implemented. L&M Environmental Services offers BMP evaluation and design to assist in getting your stormwater samples below NALs. We’ll recommend cost-effective BMPs that reduce the pollutants in your stormwater. Annual Report

The Annual Report is a summary of your facility’s stormwater compliance history, due by July 15th each year. Before the July 15th deadline, we perform the required Annual Comprehensive Site Compliance Evaluation (ACSCE), collect the records you have created (Quarterly and Monthly Observations), and include run-off sampling analysis. All of this data is incorporated into the mandated Annual Report, completing the requirements to comply with IGP regulations. We contact the LRP once the data has been entered into SMARTS to be Certified by the LRP.
